Application Requirements
Applicants are required to submit the following documents in scanned format:

- The letter must specify the position title, salary grade (SG) level, and the place of assignment. Applicants can apply for a maximum of two positions during the same posting period.
- Personal Data Sheet (PDS): A duly accomplished and wet-signed PDS (CSC Form No. 212, Revised 2017), with a recent ID photo taken within the last three months. This must be subscribed and sworn to before an authorized officer before the application deadline. Refer to the Guide to Filling Out the PDS (CSC MC No. 16, s. 2017).
- Work Experience Sheet: The signed Work Experience Sheet (CSC Form No. 212, Attachment to PDS). Refer to Guide in Filling out the Work Experience Sheet
- Proof of Eligibility: Submit relevant certifications such as CSC, RA 1080, or PD 907 (if applicable).
- Transcript of Records: Only applicable for new applicants or those with changes in educational attainment.
- Certificates of Training: Relevant to the position applied for (if applicable).
- Individual Performance Commitment Review (IPCR): Certified true copy of the IPCR or its equivalent for the last rating period (if applicable).
- Affidavit of Informed Consent: A waiver and undertaking in compliance with minimum qualification standards.
Important Guidelines for Applicants
The PSA adheres to the Next-in-Rank principle as outlined in the Omnibus Rules on Appointments and Other Human Resource Actions (ORAOHRA). However, PSA employees next in line for promotion must submit their application and/or the PSA Human Resource Merit Promotion and Selection Board (PSA-HRMPSB) Form 2 (Waiver as Next-in-Rank).
Failure to do so will be considered a waiver of their right to the position. The PSA reserves the right to suspend, terminate, or disqualify applicants from the hiring process for any reason, including non-compliance with the requirements and instructions outlined.
This particularly includes ensuring the Personal Data Sheet (PDS) is properly filled out in accordance with the Civil Service Commission (CSC) Memorandum Circular No. 16, s. 2017.
Submission of Original Documents
Applicants must present the original copies of their submitted documents to the Secretariat before the interview.
In cases where the interview is conducted online, instructions for verifying the authenticity of documents will be provided. Failure to present these original documents will result in automatic disqualification.
Deadline for Submission
Applications and documents submitted after September 26, 2024, will not be considered.
Grounds for Exclusion
Applicants may be excluded from the recruitment process for the following reasons:
- Inaccurate information on the PDS that affects qualification for the position (e.g., educational background, civil service eligibility, work experience, learning and development programs, or responses related to nepotism).
- Missing substantial entries in the PDS, such as signatures on each page or the absence of the authorized administering officer’s signature on the final page.
- Incomplete documents or missing information within attachments.
Interview Process
Pre-qualified applicants will be interviewed based on the schedule agreed upon by the PSA Human Resource Merit Selection Board. The interview may be conducted online or in-person, with one day’s prior notice provided via email or phone.
The PSA reserves the right to reschedule interviews due to valid reasons such as urgent work matters or suspensions of work. Selected applicants must submit a Certification under Oath Against Nepotism (Attachment 1) before their appointment.
